		<description><![CDATA[<p>The Iroquois High School Varsity Rifle Team began its season last week with their first practices at our range.  The team generally meets at our indoor range from 3:30 p.m. to 6:00 p.m., Monday through Thursday.  There are no practices on Friday, school holidays, or any day that school is canceled due to weather.  When the team is using the range, both ranges are reserved for their exclusive use &#8212; primarily for safety&#8217;s sake.  If the team&#8217;s practices or matches run past 6:00 p.m., please have patience and understanding.  We want to encourage the kids and ensure they have favorable opinions about guns, our club, and our members!</p>
<p>Please check our online calendar for updates because we will post the weeks when the team will not be using the range due to Christmas and Mid-Winter breaks.</p>

		<description><![CDATA[<p>Our annual election of club officers is held at the December meeting, which means that candidates must be nominated at this coming meeting.  Per our Constitution, any member who has been a member in good standing for at least one year, and who has attended half of the preceding year&#8217;s meetings, is eligible to run for an office.</p>
<p>The following offices are up for election:</p>

President
Vice President
Secretary
Treasurer
Chief Range Officer
Assistant Range Officer

<p>If you are interested in running for an office, please have someone nominate you at the meeting.  Be prepared to describe what you would like to achieve for the Club as an Officer, of course!</p>
<p>If you have questions, please e-mail or call any of our offiers for more information.</p>

<p>Adult Weekly Match Fees: $4 for members, $5 for non-members (this includes the ten-x range fee)<br />
Junior Weekly Match Fees:$ 2.50</p>
<p><strong>What to bring</strong>:  A .22 Rimfire rifle, Any sights (including scopes) weighing lesss than 7 1/2 pounds and having a safe and reliable trigger. (Bolt guns are easiest to single load, but semi-autos work just fine)</p>
<p>Ammunition used, 30 rounds for score, you will probably want to bring some extra incase you want to shoot ahead for the following week if you won&#8217;t be able to attend, or if you want to get some additional practice in as well.</p>

		<description><![CDATA[<p>I&#8217;m putting up this post to see what kind of interest we can generate in an indoor rifle night. I&#8217;m suggesting that we start with the <a href="http://sporterifle.org/">NY Sporterifle </a>program, as it has the thinnest <a href="http://sporterifle.org/sporterifle/introduction/09rules.htm">rulebook </a> <img src='http://www.tenxshootingclub.com/blog/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </p>

There are several steps that must be completed in order for a permit to be issued. These are the <span style="text-decoration: line-through;">flaming hoops</span> requirements that Erie County and the State of New York presently impose on Pistol Permit applicants.</p>
<ol>
<li>In order to apply for a pistol permit in Erie County, you must be 21 years of age and be a resident of Erie County. You are not required to buy or own a gun at the time of application. (but you will be required to purchase or co-register one later in the process)</li>

Certificates of disposition can be obtained from the Court where your case was heard. They consider your failure to disclose any criminal charge, (even if dismissed and sealed), sufficient cause to deny your application.</li>
<li><span>Obtain an Erie County application packet. This will contain your bifold application, as well as two cardstock New York State application/fingerprint cards. Many of the NRA Instructors Provide this packet, as well as assistance in completing it with their &#8216;Basic Pistol&#8217; course. You can also obtain it by mail by sending a self addressed, stamped envelope to: </span>Erie County Clerk&#8217;s Office<br />

<li><span>Fill in your application packet (With Black Ink Only) leaving the signature sections blank (it needs to be signed in the presence of a notary) The spaces labeled &#8216;License Number&#8217;, &#8216;County Issue&#8217;, &#8216;Code&#8217;, &#8216;Date of Issue&#8217;, &#8216;Expiration Date&#8217;, and &#8216;NYSID Number&#8217; are to be left blank.<br />
</span></li>
<li><span>Obtain 4 Character references. </span><span>(it would be in your best interest to choose character references who are reachable by telephone during normal business hours (9-5). </span><span><br />
Erie County states that they preferably live in your city, town, or village. Some police departments however, change this should, to a must. Such Departments include: Cheektowaga, and Tonawanda.<br />
</span></li>
<li><span>Have your 4 character references fill out all of their information on both of the card stock application sheets.<br />
</span></li>
<li><span>Have 4 Passport Size photos taken, Print your name on the backside of each of the four photos. (These are for your background check, the pistol permit clerks will take another (digital) picture at the end that will appear on your license)<br />
</span></li>
<li><span>Have your application Notarized. This can be done at just about any bank, and several of the ladies at the pistol permit office are also notaries, but the lines are shorter at the bank.</span></li>
<li><span>Obtain a US Postal Service Money Order, for the Amount of:  $105.25 This fee is for processing fingerprint inquiries.<br />
</span></li>
<li><span>You now must appear in person at the <a href="http://www.erie.gov/depts/government/clerk/applications_permits_pistol.phtml">Erie County Pistol Permit Office</a>. You will submit your completed, notarized application, your money order, passport photos, and proof of marksmanship training. They will stamp the two cardstock applications, give them back to you(with two additional fingerprint cards) and instruct you to contact your local police department for fingerprinting.<br />
</span></li>
<li><span>If you live in the City of Buffalo, or of you live in a town or village without a police department, You need to be fingerprinted at the Erie County Sheriff&#8217;s ID Department: 134 West Eagle Street, Buffalo NY . Their Hours are Monday &#8211; Thursday 8:15-11:45AM and 1:00-3:00PM<br />
If you live in any other town, call your local police department, and request an appointment to be fingerprinted for a pistol permit.<br />
Agencies do charge a fee for fingerprinting, and the cost varies by agency. Some agencies will return the fingerprint cards to the pistol permit department, some agencies require that you take it back.<br />
</span></li>
<li> <span>Wait while your fingerprints            are sent to the FBI.</span></li>
<li> <span>After your fingerprints are returned from the FBI, your paperwork is sent back to the local police department. They perform a background check and your references are contacted.<br />
</span></li>
<li><span>Once the investigation is completed your application is sent to            your county&#8217;s Pistol License office and then forwarded to the Judge for review and decision.<br />
</span></li>
<li> <span>The paperwork will be again returned to the Pistol License            office and they will send you a letter informing you of the outcome.</span></li>
<li>Once receiving this letter, you now have 60 days to purchase (or coregister) a handgun, and have your license validated. If you fail to meet this deadline, they consider your application &#8216;withdrawn&#8217;.<br />
If purchasing a Handgun, You will select a handgun, pay for it, obtain the receipt from the dealer or private owner you are purchasing from, but you can not take the firearm home with you, you must leave it with the seller.<br />
If co-registering a handgun, you must have the owner of the pistol make a photocopy of his pistol permit, and write you a letter giving you permission to co-register specific firearms. The initial validation costs $20.00, and includes co-registration of up to 5 handguns.  Each additional firearm costs 3$ (there are different fees involved once you already have a license for adding and deleting pistols, and they are charged differently)</li>
<li><span>If approved, you will have to go to the Pistol Permit Office to have your license validated. Bring the letter you received, the purchase receipt or co-register letters, and the $20.00 fee.</span></li>
<li><span>You will now give the clerks an electronic image of your thumb-print, and they will take a digitized photo of you, both of which will be printed on your license.</span></li>
<li><span>The Actual license will be mailed to you.</span></li>
<li><span>Once your license comes in the mail, the firearms registered, or co-registered to you will be listed on the reverse side of your license. Take your new license back to the shop, or seller that you purchased the hangun from, and now that the pistol appears on your license, you may finally take possession of it.<br />
</span></li>
<li><span>You are now a legal handgun owner in New York State.</span></li>

The Range Officer is responsible for the safe and orderly conduct of the range and he &#8220;runs&#8221; the match and the Block Officers assist the Range Officer by acting as additional eyes and ears.  One Block Officer will be in charge of the right side shooting positions and the other Block Officer will be in charge of the left side shooting positions.  At our club, we always try to have two sets of Block Officers: one set scheduled to arrive before the match begins and the other set scheduled to arrive about three hours later to relieve the first set.</p>
<p>Before the match begins, the Block Officers will help set up the range for the day&#8217;s match.  This includes setting targets in the frames, bringing out replacement centers, setting up the public address system and speakers, and the equipment that turns the targets.</p>
<p>At the start of each phase of the match, the Range Officer will give commands to the shooters, starting with the command to load the pistols.  He will then ask if the line is ready to begin.  At this point, <span style="text-decoration: underline;">it is the responsibility of the Block Officers</span> to notify the Range Officer if someone in his section is not ready.  If a shooter is not ready, he will call out to the Block Officer, often extending his non-shooting arm towards him.  If the Block Officer hears or sees that a shooter is not ready, he will call out to the Range Officer &#8220;not ready&#8221; and raise his hand. Once the shooter is ready, he will say so to the Block Officer.  Sometimes the shooter will give a &#8220;thumbs-up&#8221; sign as well.  The Block Officer will then indicate to the Range Officer that his section is ready to proceed.</p>
<p>After each string of firing is completed, the Range Officer will ask the shooters if there are any re-fires (malfunctions).  If a shooter has a malfunction, they will raise their arm during the string.  As soon as a Block Officer sees a malfunction, it is the Block Officer&#8217;s responsibility to raise his hand and, after the string of firing is complete, notify the Range Officer that &#8220;alibi&#8221; has occurred on his side of the firing positions.  The Block Officer must then go over to the shooter with the malfunction and determine whether the malfunction is allowed or disallowed.</p>
<p>If the Block Officer observes the shooter attempt to clear the malfunction, and the shooter is unsuccessful or fails to fire all five shots in the time allotted, then the malfunction is not allowed.  If the gun jams, or a cartridge fails to fire, or if the gun fails to cycle a live round, then the malfunction is allowed and the shooter is permitted to fire a &#8220;refire string&#8221;.</p>
<p>After each phase of the match, the shooters will go forward to score the targets.  Before this happens, however, the Range Officer will instruct the shooters to lock open their gun&#8217;s cylinder or slide, and insert a chamber safety flag into their guns.  The Block Officers <span style="text-decoration: underline;">must then walk down their side of the range and visually inspect each gun</span>.  The Block Officers confirm that every slide or cylinder is open and that a chamber safety flag is in place.  The Block Officer will also check each semi-automatic pistol to ensure that there are no magazines left inserted and they will inspect each revolver to ensure that no rounds are left in the cylinder.  Once each pistol has been inspected by the Block Officer, they will indicate that their section of the line is safe by raising their arm.  The Range Officer will ask whether the line is safe and the Block Officer will<br />
state that the line is &#8220;safe on the left&#8221; or &#8220;safe on the right&#8221;, as the case may be.  No person will be allowed forward of the firing line until the Range Officer is satisfied that the line is safe and checked.</p>
<p>The shooters will then go forward accompanied by all of the Block Officers.  The shooters score the target of the competitor on their immediate left.  <span style="text-decoration: underline;">The Block Officer will score the target of the last shooter on the right side of the range</span>.</p>
<p>When scoring is completed, the shooters will replace the center of the target and patch any shot outside the center with tape.  It is the duty of the Block Officer to make sure that all of the targets are free of any holes.  They should also check to make sure that all of the targets have the proper size black center before going back to the line.  The shooters will return to their positions on the firing line.  <span style="text-decoration: underline;">The Block Officers are the last persons to return to the firing line</span>. This signifies to the Range Officer that the range is now clear and safe to begin shooting again.</p>
<p>After all shooting is finished, the Block Officers help in removing the targets from the target frames and returning them to the building for storage. <p>Your gunbox sticker souvenir was sent via postal mail with the match buliten.  Several shooters asked about stickers from past years. Our match secretary has a few remaining stickers from previous sectionals. Email your needs to <a href="mailto:p.vasilion@gmail.com">p.vasilion@gmail.com </a>and we’ll be happy to mail one out if we have any in  stock for your year.</p>
<p>We will be hosting the New York State Indoor Pistol Championship (a 2700 match) on April 4 and 5. Those interested should surf to <a href="http://www.wnybullseye.com">www.wnybullseye.com </a>to download a copy of the program and mail in the registration ASAP.</p>
<p>As always, we invite your comments and feedback about out match because we are interested in making shooting tournaments an enjoyable experience.</p>
